Sealed proposals will be received by the Municipal Authority of Washington Township, 283 Pine Run Church Road, Apollo, PA 15613 until 3:00 PM on January 22, 2009 and publicly opened and read immediately thereafter for:
UPPER PINE RUN SEWER PROJECT
Contract No. 1 – 25, 806 LF of 8” PVC gravity sewer and 11,690 LF of 15” PVC gravity sewers.
Contract No. 2 – 1 pump station, 2,753 LF of 4” HDPE, force main and appurtenant items.
Contract No. 3 – installation of electric panels, emergency power, wiring ring, switches and appurtenant items.
Plans, Specifications, Form of Contract, Instructions to Bidders, and Proposal Forms may be obtained at the Senate Engineering Company, U-PARC, 420 William Pitt Way, Pittsburgh, PA 15238, (412) 826-5454. A non-refundable deposit of $75.00 will be required for each set of the contract documents. Addenda, if any, will be issued to only those persons whose name and address are on record with Senate Engineering Company as having obtained the contract documents.
Bids must be submitted on the forms furnished by the Municipal Authority of Washington Township and must be accompanied by a certified check or bid bond, in the form attached to the Contract Documents, in the amount of 10% of the bid made payable to the Municipal Authority of Washington Township. All envelopes containing bid proposal shall be clearly marked "Proposal for UPPER PINE RUN SEWER PROJECT”.
“Notice is hereby given that this is a Section 3 Project under the Housing and Urban Development Act of 1968. Regulations can be found at www.hud.gov/offices/fheo/section3/section3.cfm under “Helpful Tools”.
Notice is also hereby given that this project is regulated under Executive Order 11246 – Equal Employment Opportunity (www.dol.gov/esa/regs/statutes/ofccp/eo11246.htm) and related contract specifications.
Prime Contractors should use the Directory of Minority, Women and Section 3 Business Enterprises to solicit proposals from potential subcontractors.
This project is funded in whole or part with federal funds. Davis-Bacon wage rates and other federal requirements apply and are included in the bid documents.
In addition, the attention of the bidders is drawn to the Minority Business Enterprise and Women Business Enterprise (MBE/WBE) requirements for construction projects funded under PENNVEST Clean Water and Drinking Water State Revolving fund loan program. The lowest qualified bidder will be required to submit documentation showing compliance with the MBE/WBE requirements.
The Municipal Authority of Washington Township reserves the right to waive any informalities or to reject any or all proposals, or any part thereof.
