Notice is hereby given that sealed proposals will be received by the Twin Rivers Council of Governments office at 201 Lysle Boulevard, Room 212, McKeesport PA 15132.  Bid Proposals will be received until 11:00 AM prevailing time on Wednesday, December 9, 2009, whereupon bids will be opened and read immediately thereafter for the following project:

 

CDBG-R 34–3.17.15 Plum Street Sewer Separation Project, Elizabeth Borough Municipal Authority - consists of 36” boring under CSX railroad properties in accordance with agreement including insurance, license and inspection fees; furnish and install 495 LF various size RCP Class III pipe, 525 LF various size HDPE pipe; 18 Type M precast inlets; 7 precast concrete manholes; 1 pour in place precast concrete manhole; 960 CY 2A select backfill; 2450 SY existing asphalt milling; supply and install 800 SY 25 mm superpave base course, 800 SY 19 mm superpave binder course, 2450 SY 9.5 mm superpave wearing course; furnish and install 17 ADA handicap ramps, 300 SF concrete sidewalk, 170 SF red brick pavers, 50 LF concrete curb; one 6” storm lateral; 100 tons temporary paving; erosion and sedimentation control, mobilization, maintenance of traffic, and associated work items.  All items shall be complete as fully specified.

 

Copies of the Contract Specifications, Instructions to Bidders, General Conditions, Forms of Proposal and Agreement can be obtained at the office of Senate Engineering Company, U-PARC, 420 William Pitt Way, Pittsburgh PA 15238, Phone 412-826-5454 upon payment of a non-refundable fee of Fifty Dollars ($50.00).  Each Proposal shall be delivered in a sealed envelope clearly marked on the outside with the words “Bid for Plum Street Sewer Separation Project, Elizabeth Borough Municipal Authority.”

 

A mandatory pre-bid meeting to review contract requirements will be held at 10:00 AM on Thursday, November 19, 2009 at the Elizabeth Borough VFC Social Hall located at 107 Market Street, Elizabeth Borough, PA 15037.  All bidders are required to have a DUNS number and CCR registration CAGE Code.  It is a requirement that all bidders attend this mandatory pre-bid meeting.   No Bid Documents will be distributed after this mandatory pre-bid meeting.

 

Proposals to receive consideration must be accompanied by a Certified Check or Bidder’s Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of the Twin Rivers Council of Governments in an amount equal to ten percent (10%) of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will immediately enter into Agreement after the Notice of Award of the Contract and commence start of construction immediately thereafter.  

 

 Predetermined wage rates as established by the U.S. Department of Labor apply to this project. “Compliance is required with the American Recovery and Reinvestment Act of 2009 (ARRA) and the regulation to the Buy American Act which requires all products to be American made.  Any recipients of funds must have a Data Universal Numbering System (DUNS) number and a Central Contractor Registration (CCR).  Strict adherence will be required in submitting detailed status reports.  Compliance is also required with the Davis-Bacon Act and other Federal Labor Standard Provisions; Title VI and other applicable provisions of the Civil Rights Act of 1964; the Department of Labor Equal Opportunity Clause (41 CFR 60-1.4); Section 3 of the Housing and Urban Development Act of 1968; Section 109 of the Housing and Community Development Act of 1974; Executive Order 11625 (Utilization of Minority Business Enterprise); Executive Order 12138 (Utilization of Female Business Enterprise); in compliance with Section 504 of Rehabilitation Act of 1973 and Americans with Disabilities Act of 1990; and the Allegheny County MWDBE Program including Good Faith Efforts enacted July, 1981, which sets forth goals of 13 percent Minority and 2 percent Female Business Enterprise.”  Further, notice is hereby given that this is a Section 3 Project under the Housing and Urban Development Act of 1968 (as amended), and must to the greatest extent feasible, utilize lower income residents for employment and training opportunities and Section 3 Business concerns and all contracts and subcontracts for this project shall contain the “Section 3 Clause” as set forth in 24 CFR, Part 135.38.  Moreover, compliance is required by the prime contractor and all subcontractors with the document entitle Federal General Conditions that are included with the bid materials furnished.  These Federal General Conditions are to be incorporated by reference into all construction contracts between operating agency and contractor, contractor and subcontractor(s), and lower tiered subcontractor(s).

 

The Twin Rivers Council of Governments reserves the right to waive any informalities or to reject any or all proposals, or any part thereof.  No Bidder may reject his/her bid for the period as specified in the project bid documents after the scheduled closing time for receipt of bids.
